Mayor Alan Webber Signed Emergency Proclamation IV in Continued Response to COVID-19

• Transit and Parking are back to regular operations and in compliance with COVID-19 Safe Practices.
• Lodgers’ taxes are again due on a monthly basis and delayed payments are to be made up over the course of the year.
• The City Manager is directed to develop a policy to address encampments to avoid breaking them up when they are not violating environmental and public health regulations and when doing so would increase the health risks for a vulnerable population.
• Employers in the city are prohibited from retaliating against their employees for seeking to comply with COVID-19 Safe Practices, advocating that their place of business follow COVID-19 Safe Practices, or reporting non-compliance with COVID-19 Safe Practices.

• Identifies the ‘fiscal emergency’, in addition to the health emergency
• Instructs the City Manager to identify opportunities for cost savings, additional revenue streams
• Requires masks or face coverings in public in line with the Governor’s requirements (the face-covering requirement is subject to the same exemptions as provided by State’s orders
• Extends the ban of residential evictions through the end of the NM Supreme Court injunction, and commercial evictions while the tenant is unable to open to the public due to limitations in State public health orders
• Continues policy of no water shut-offs for non-payments of the bill, however charges will continue to accrue and be owed
