Reveal: $3M Abortion Slush Fund Fuels Dem Campaigns

As we reflect on the 2025 Special Session that concluded Friday, October 2, 2025, I wanted to personally thank you for standing with the New Mexico Alliance for Life (NMAFL). Two weeks ago, NMAFL sounded the alarm when Governor Michelle Lujan Grisham pledged more forced taxpayer abortion funding, predicting it would surface during the 2025 Special Session. As expected, pro-abortion Democrats tried to secretly ram through a cryptic $3 million slush fund buried deep in the vague language of HB 1 (line item 4B, pp. 5–6: “health care services provided by facilities not eligible for Medicaid funding”). This forced taxpayer-funded subsidy would flow directly to Planned Parenthood’s abortion centers, propping up an industry that ended over 600,000 unborn lives nationwide last year alone, including over 20,000 abortions in New Mexico—more than the number of births, as Minority Leader, Sen. Bill Sharer (R-San Juan) shockingly revealed on the Senate floor.

In fact, the entire HB 1 funding bill was concealed from public view until moments before committee hearings, with no advance notice for review—a deliberate tactic to stifle debate and dodge accountability. If elective abortion up to birth is so “popular” with New Mexicans, why the secrecy and obfuscation? The surge in abortions post-Dobbs (up 22% in our state while screenings plummeted 54%) isn’t a mandate for more; it’s a cry for better support and real protections that polls show the majority of New Mexicans demand, with 58% favoring limits on abortion. This secrecy reveals radical Democrats know the public demands more abortion restrictions, not endless expansion.

The special session funding bill, HB 1, swiftly passed both houses on party-line votes (38–32 in the House, and a party-line margin in the Senate). Senator Bill Sharer offered a heavily debated amendment on the Senate floor to cut the forced $3 million taxpayer-funded abortion slush fund, but it failed as Democrats defended the allocation. In other words, as a stand-alone vote, EVERY Senate Democrat voted to KEEP the $3M abortion funding, this includes ordained “Catholic” Deacon, Sen. Pete Campos ofImmaculate Conception parish in Las Vegas, NM–under the jurisdiction of the Archdiocese of Santa Fe, Sen. George Munoz of heavily pro-life Gallup, NM and Sen. Shannon Pinto of Tohatchi. All voting to send $3 million of YOUR tax dollars to abortion killing centers, despite representing pro-life areas of the state,

Republican members fiercely fought against the rushed, secretive budget proposal, particularly the abortion slush fund. Senator Ant Thornton (R-Bernalillo, Santa Fe Torrance) pointed out, “In ten years, there were 77,000–80,000 [abortions]. That’s 80,000 souls not with us today. Despite fierce opposition from pro-life Republicans like Rep. Rebecca Dow (R-Sierra, Socorro, Doña Ana) and Rep. Mark Duncan (R-San Juan), who declared in a House committee, “I will not vote to kill babies.”

Despite public opposition, the measure passed on a party line vote in both houses. Governor Grisham signed it into law shortly after, marking New Mexico’s role as a sanctuary for unlimited, unregulated abortions at the expense of families and fiscal responsibility.

Adding insult to injury, Senator Jay Block (R-Bernalillo, Sandoval) called out the most backhanded aspect of the abortion slush fund—how Planned Parenthood turns around and exclusively funds pro-abortion Democrat campaigns, stating, “This isn’t just about health care; it’s a slush fund that cycles taxpayer money back to Democrats who push this radical agenda.”

Though the bill passed, our efforts ensured every New Mexican knows the cost: up to $3 million diverted from true health needs to fuel a lawless abortion regime with no gestational limits, no parental consent, and no clinic standards—especially after the state Supreme Court struck down local protections earlier this year.
