Yesterday, two extreme anti-life bills advanced in the New Mexico legislature:
- SB 30 (Reporting of Induced Abortions) passed the Senate Floor on a 24-15 party-line vote.
- SB 189 (Reproductive Health Care Coverage) passed the Senate Tax Committee on a 6-4 party-line vote.
Urgent warning from NMAFL’s Executive Director: SB 30 and SB 189 are fast-tracked at the behest of pro-abortion Gov. Lujan Grisham. SB 30 now moves to the NM House Judiciary Committee (one committee stop before House Floor). Take action below!
The Planned Parenthood “expert witness” for SB 30 claims abortion reporting data from the abortion industry’s own Guttmacher Institute is reliable, rather than state-collected data.
“Guttmacher has deep institutional ties to Planned Parenthood and therefore has a clear incentive to minimize or obscure data. Guttmacher does not have the ability or power to force these abortion clinics to comply,” said Sen. Ant Thornton. “They don’t have all the data so they have to make it up. Guttmacher can’t tell me how many babies after the 2nd trimester are born alive and subsequently terminated. We cannot allow these facilities to not report this data. That is why we stand in opposition to SB 30.”

Sen. Jay Block stated, “If you want to hide something about abortion, the number of abortions, number of complications—this is a great bill. You want to hide the evil of killing babies… the state is contributing to the holocaust of killing babies.”
Sen. Gabriel Ramos pointed out the utter hypocrisy in forcing New Mexicans to fund the abortion industry for over $30 million while concealing the data about it. Sens. Bill Sharer, David Gallegos, Larry Scott, and Pat Woods also spoke up against the hypocrisy and lack of transparency.
In a consistent pattern, pro-abortion SB 30 sponsor Sen. Cindy Nava rambled incoherently about women needing abortions—while reading her speech word for word from a laptop.
SENATE COMMITTEE FAST-TRACKS SB 189: FORCED INSURANCE COVERAGE FOR ELECTIVE ABORTIONS, GENDER SURGERY
Later yesterday, NMAFL was the only organization to testify against radical SB 189, which forces insurers to fund abortions and gender surgery for kids:
“This bill gets priorities backwards. It subsidizes ideologically driven elective abortions 98% used as birth control and life elective gender surgery while ignoring life-saving, medically necessary health care,” said Elisa Martinez in testimony submitted against SB 189.
PLEASE NOTE: SB 189 was released from committee the same day it was assigned a hearing—the next day. The committee allowed a committee substitute bill to replace the original despite Sen. Ramos pointing out the lack of time to read a large, important bill switched out only 24 hours prior. With little discussion, the pro-abortion majority passed it 6-4 on party lines. SB 189 now moves to Senate Finance for a hearing ANY DAY. Take action—contact every member of the NM Senate to VOTE NO on SB 189 mandating elective abortion insurance coverage.
TAKE ACTION: STOP SB 189 and SB 30!

FACTS ON SB 189 DANGEROUS ABORTION INSURANCE MANDATE
– SB 189 forces every New Mexican with group health insurance to subsidize elective abortions—no copays, no limits—turning premiums into a slush fund for ending unborn lives.
– It mandates zero-cost gender-transition procedures: hormones and surgeries on kids that cause permanent infertility, bone loss, and regret—state-compelled mutilation.
– No conscience protections — Churches, pro-life businesses, and faithful individuals are trapped into funding what they believe is evil.
– While mandating “free” abortions and transitions, it ignores real medical needs: hearing aids ($4,000+ out-of-pocket), long-term nursing care ($100,000+/year), dental crises, vision correction, and specialty drugs for chronic illness.
– This is unprecedented escalation — not just protecting “access,” but compelling private dollars to pay for procedure
FACTS ON SB 30 REPORTING OF INDUCED ABORTIONS
– Repeals the only dedicated abortion reporting law in New Mexico’s vital statistics statutes (Section 24-14-18 NMSA 1978), eliminating mandatory submission of procedure data to the state registrar.
– Taxpayers forced to fund it all—nearly **$50 million** since 2021, including **$20 million** for two state-sponsored abortion clinics and millions in Medicaid reimbursements for elective procedures.
– 98% elective abortions—used primarily as birth control, yet New Mexicans are compelled to pay despite 59% wanting more restrictions, not less.
– Over 50 documented medical emergencies from one Albuquerque clinic (Southwestern Women’s Options), including ambulance transports for complications—public records obtained by New Mexico Alliance for Life. [https://www.nmallianceforlife.org](https://www.nmallianceforlife.org)
– Hides potential malpractice and harm—including the preventable death of Keisha Atkins in 2017 (late-term abortion complications leading to a $1.26 million wrongful death settlement against the clinic and UNM).
– Abortion industry groups track procedures through “highly political/subjective” voluntary reporting—yet no independent, mandatory public oversight remains.
– Despite Planned Parenthood claims, there is NO right to privacy on abortion reporting when taxpayers are forced to fund nearly $50 million—transparency is essential for accountability.

Positive pro-life momentum: SB 206, statewide safe haven baby box legislation, was introduced January 30, 2026, by Sen. David M. Gallegos (R) and co-sponsors Rex Wilson, William E. Sharer, Gabriel Ramos, and Jay C. Block. The bill finally clarifies anonymous relinquishment in baby boxes, grants immunity to installers, and meets federal tribal rules—overcoming years of confusion. For 4–5 years, pro-abortion Democrats have killed or stalled similar life-saving measures, despite bipartisan support and proven results (13 boxes in place, 4 infants safely surrendered). SB 30’s fate now lies with the Senate Judiciary Committee—while we push forward life-affirming bills like SB 206.
