The New Mexico Alliance for Life (NMAFL) celebrates the passage of the “One Big Beautiful Bill Act” (H.R. 1), which defunds Planned Parenthood by prohibiting federal Medicaid funding to the organization for one year. Passed by the House of Representatives on July 3, 2025, with a vote of 218-214, and by the Senate on Monday with a vote of 51-50, this landmark legislation now awaits President Trump’s signature–expected tomorrow.
“We celebrate the historic victory defunding Planned Parenthood on behalf of themajority of New Mexicans who want more abortion restrictions, not less,” said Elisa Martinez, Executive Director of NMAFL. “Planned Parenthood is about to see what it’s like to be aborted, as this bill redirects taxpayer dollars to support higher-quality, life-affirming care for New Mexico’s women and children.”

A Decade of Impact: NMAFL’s Historic Aborted Baby Body Part Investigation
June 24, 2025, marked the third anniversary of the historic Dobbs v. Jackson Women’s Health Organization decision, which overturned the unconstitutional Roe v. Wade. It’s also a pivotal milestone for the New Mexico Alliance for Life (NMAFL). On June 23, 2016, nearly a decade ago, the Congressional Select Panel on Infant Lives issued its first criminal referral regarding an illicit fetal tissue harvesting program between the University of New Mexico (UNM) and Southwestern Women’s Options (SWO). This action stemmed from NMAFL’s relentless two-year investigation, which delivered unprecedented results: ending UNM’s horrific fetal tissue harvesting program, barring researchers, prompting a top administrator’s early retirement, and more (read below).

Our findings exposed shockingly unethical, horrific and potential illegal practices, resulting in major pro-life victories. Unethical Practices Uncovered: UNMHSC used taxpayer dollars to fund malpractice insurance for Curtis Boyd, an elderly abortionist and “assistant professor” at UNM, despite his lack of board certification in obstetrics, gynecology, or family medicine—a violation of UNM’s own policies. Following NMAFL’s exposé, UNMHSC revoked Boyd’s assistant professor position.
Quid Pro Quo Arrangements: UNM’s partnership with SWO ensured a steady supply of aborted fetal tissue for research, raising serious ethical and legal concerns.
– Potential Legal Violations: NMAFL uncovered SWO’s failure to obtain lawful informed consent from women regarding the use of their aborted babies’ organs and body parts for research, in potential violation of federal and state laws and human research protocols, (see infographic above).

– UNMHSC terminated its resident abortion training program at SWO.
– UNMHSC ended its nearly 20-year fetal tissue harvesting and research program.
– Key figures retired, resigned or moved: including former UNMHSC Chancellor Paul Roth, retired early after being recorded admitting to the use of a 27-week aborted baby’s brain in a high school summer camp experiment. Researcher Robin Ohls was barred from her lab, and nearly all individuals tied to the program resigned, retired, or relocated.
– UNMHSC severed its scandalous partnership with SWO.
